Oberbürgermeister je doslova „vrchní starosta“ neboli „primátor“.

Je to nejvyšší představitel a hlava správy velkého města v Německu. Titul „Oberbürgermeister“ se používá pro starosty velkých měst s vyšším počtem obyvatel a často i s větší pravomocí.
